How to Choose an Advertising Agency in Asia: A Buyer Scorecard

A practical guide to comparing advertising agencies in Bali, Indonesia and Asia by market fit, access, evidence, measurement, fees and pilot design.

How to Choose an Advertising Agency in Asia: A Buyer Scorecard

The best advertising agency in Asia is not a universal title. The right contractor is the team whose market coverage, channel competence, access model, measurement discipline, commercial terms and operating cadence fit a specific brief. A strong selection process therefore begins with evidence and constraints, not a list of agencies that call themselves “number one.”

This guide gives founders, marketing leaders and procurement teams a repeatable way to compare an advertising agency in Bali, Indonesia or another Asian market. It can be used for Google Ads, Meta, TikTok, local discovery, Grab Ads, Gojek Ads and delivery marketing. It does not rank agencies, reproduce directory scores or imply that one provider has an office, language capability or platform status that has not been verified.

Short answer: write a one-page decision brief, score every candidate against the same evidence, preserve client ownership of accounts and data, and run a bounded pilot with a business-level outcome. Do not award the work on a promised ROAS, a platform badge alone or a case study with no market, period and metric source.

Turn “best agency” into a decision that can be audited

A search for the “best marketing agency in Indonesia” often combines several different needs. A restaurant in Bali may need local Search, Maps, WhatsApp and GrabFood measurement. A regional software company may need English-language acquisition in Singapore and Malaysia. A property business may care more about CRM qualification and a long sales cycle than about platform-reported leads.

Those businesses should not use the same scorecard weights. Before contacting agencies, write down:

  1. the countries and cities that are genuinely in scope;
  2. the customer languages and who will review local meaning;
  3. the product, price, margin and operational constraints;
  4. the paid and merchant platforms that are required or merely optional;
  5. the monthly media range and who pays each platform;
  6. the business event that counts as success;
  7. the systems that can confirm that event;
  8. the internal owner who can approve changes and supply feedback.

This brief prevents a polished proposal from quietly changing the question. It also lets a specialist decline a market or channel honestly without being penalized for refusing to overclaim.

Use a weighted agency-selection scorecard

Score each candidate from zero to five for every criterion and record the evidence used. Then multiply the score by a weight that reflects the brief. The numbers do not make the decision objective by themselves; they force reviewers to explain why one claim received more credit than another.

Criterion Evidence to request Example weight
Market fit Countries, cities, category experience and physical-presence disclosure 12
Channel fit Named practitioners, account walkthrough and relevant platform scope 10
Local review Language reviewer, approval workflow and examples of market adaptation 8
Account ownership Proposed account hierarchy, admin roles and exit access 10
Measurement Conversion definitions, CRM/POS plan and attribution caveats 12
Relevant evidence Approved cases with market, period, constraint and metric source 12
Operating cadence Checklists, alerts, decision log, meeting rhythm and escalation 8
Commercial clarity Agency fee, media, production and third-party costs separated 8
Team resilience Named owner, specialist coverage and absence plan 6
Policy and data controls Verification, consent, permissions and restricted-data handling 6
Conflicts Competitor policy, subcontractors and other material interests 4
Exit readiness Exports, handover, credential removal and asset retention 4

The example weights sum to 100, but they are not a standard. A new Bali restaurant might weight Maps, delivery operations and daily response more heavily. A regional B2B advertiser might weight CRM integration, country-level reporting and sales-cycle measurement more heavily.

Verify market coverage and physical presence separately

“Works in Asia” can mean several things: a registered office, employees in a country, a partner network, remote campaign management or simply the technical ability to target a location. Ask the agency to state which meaning applies to every market in the proposal.

A remote team can be a good fit when it has a reliable local-review process and the advertiser can supply product, policy and sales context. A local office can still be a poor fit if no one on the proposed team understands the category or owns the outcome. The important rule is accurate disclosure.

For ALEX-DIGITAL, the stated physical base is Seminyak, Badung, Bali, Indonesia. Pages for Singapore, Thailand, Malaysia, Vietnam, the Philippines and Cambodia describe cross-border service coverage from Bali, not branch offices. Buyers should apply the same check to every shortlisted contractor.

Distinguish platform access from platform affiliation

An agency may know a platform without being that platform, an exclusive reseller or an officially certified partner. Ask what the claimed badge means, who issued it, whether it is current, which legal entity holds it and whether it applies to the people who will work on the account.

Google's third-party policy requires contractors managing advertising for clients to be transparent about their identity, services, costs and expected results. Google's advertiser guide for working with third parties also warns that a third party cannot guarantee a specific Google search-ad position.

For Grab or Gojek, a public product page establishes that an advertising or merchant product exists; it does not prove that every placement is available to a particular account, city or date. Require a supervised account review or current eligibility confirmation before the placement appears in the media plan.

Keep the client in control of accounts and assets

Do not accept “we will give you screenshots” as an access model. Define ownership and roles for:

  • ad accounts and manager accounts;
  • Business Manager or Business Center assets;
  • pixels, tags, audiences and conversion actions;
  • domains, landing pages and analytics properties;
  • product feeds, catalogues and merchant profiles;
  • creative source files and approved usage rights;
  • CRM exports, dashboards and historical reports.

Google explains that linking an existing client account to a manager leaves the original account and its users intact. Its manager-account ownership documentation says the client account retains its data and can unlink an owner manager. Ownership privileges should be granted only when the operating need justifies them.

TikTok's account and asset permission guide separates Admin, Operator and Analyst capabilities and supports assigning specific assets to members or partners. Use the least privilege that allows the work, review access periodically and document the removal sequence before the contract starts.

Test evidence instead of counting logos

A client logo proves little without authorization and context. For every case used in the pitch, ask:

  • Was publication approved by the client?
  • Which market, category and period does it cover?
  • What constraint or baseline existed before the work?
  • What did the agency actually change?
  • Which system produced the reported metric?
  • Is the result attributed, correlated or experimentally incremental?
  • Which costs, taxes, refunds or discounts are excluded?
  • What makes the case relevant to this brief?

Evidence can be useful without being identical to the buyer's business, but the limits must be explicit. A restaurant order case cannot automatically prove performance for property leads. A campaign result in Indonesia does not establish native-language capacity in Vietnam.

ALEX-DIGITAL's public case library is the source of truth for its qualifying public cases. If that library shows zero cases, buyers should record zero public case evidence rather than treating private dashboards, draft examples or general operating figures as client proof. The evidence standard explains the minimum publication record.

Define measurement before discussing ROAS

Ask the agency to write a measurement hierarchy:

  1. Platform delivery: spend, impressions, clicks, video views and reported conversions.
  2. Acquisition action: calls, forms, WhatsApp starts, bookings or merchant-platform orders.
  3. Qualified business event: accepted lead, confirmed reservation, completed order or visit.
  4. Financial outcome: verified revenue, gross margin, refund-adjusted order value or another agreed measure.
  5. Incrementality: the estimated result caused by the campaign rather than merely observed after an ad interaction.

Not every business can measure all five levels on day one. A credible proposal says what is available, what is missing, how definitions will be reconciled and how decisions will be made while data remains incomplete. It does not turn a click, message start or platform-attributed order into proven profit.

For WhatsApp-led journeys, agree on UTM persistence, conversation identifiers, consent, CRM capture and duplicate handling. The WhatsApp attribution guide shows why a tagged conversation is a source signal rather than automatic proof of an incremental sale.

Compare the total commercial model

Place every proposal into the same cost table. Separate:

  • recurring agency or retainer fee;
  • one-time audit, setup or migration fee;
  • media paid to Google, Meta, TikTok, Grab, Gojek or another platform;
  • creative production and usage rights;
  • landing-page or development work;
  • analytics, call tracking, CRM and reporting software;
  • local-language review or external specialists;
  • tax, currency and payment-processing assumptions;
  • performance fee, its formula and its exclusions.

The lowest retainer may create the highest total cost if access, creative, reporting or measurement is excluded. A higher fee is not proof of quality either. Compare the deliverables, decision rights, workload and exit assets behind the number.

Interview the people who will run the account

The pitch lead may not be the day-to-day operator. Meet the proposed account owner and ask them to diagnose a realistic scenario: spend continues but qualified leads fall; GrabFood attributed orders rise while contribution falls; a Google conversion stops importing; or a local-language ad receives negative feedback.

Listen for a sequence: verify data, isolate the layer, quantify materiality, assign an owner, choose a reversible action and set the next check. Be cautious if the answer immediately recommends more budget, a new campaign type or a full creative replacement without checking measurement and operations.

Ask who covers leave, who can change billing or admin roles, which work is subcontracted and how quickly a critical interruption is acknowledged. “24/7 monitoring” is meaningful only when the automated signals, human rota and escalation times are described.

Run a bounded pilot, not an undefined trial

A useful pilot has:

  • one market or clearly separated market cells;
  • one offer and a documented landing or merchant journey;
  • a baseline period or explicit statement that no reliable baseline exists;
  • a media ceiling and approval rules;
  • primary and guardrail metrics;
  • a data-quality threshold;
  • a decision date suited to the buying cycle;
  • pre-agreed choices to stop, repair, continue or scale.

Do not promise that a short pilot will prove long-term incrementality for every business. Its purpose may be narrower: validate access, launch quality, demand, lead qualification, order economics or the team's operating cadence.

Compare agency, freelancer and in-house options fairly

Model Often useful when Main diligence question
Agency Several channels, specialist coverage or operational backup are needed Who actually owns each decision, and how is context preserved?
Freelancer The scope is narrow and direct senior execution matters What happens during overload, leave or a technical incident?
In-house The workload is continuous and product knowledge is strategically central Can the company recruit and retain every required specialist?
Hybrid Internal ownership is strong but specialist execution is intermittent Where is the boundary between strategy, execution and approval?

The label does not determine quality. Compare the same access, evidence, measurement, governance and exit criteria for every model.

Red flags during an Asia agency search

Pause the process when a candidate:

  • guarantees first position, fixed CPA or ROAS without material assumptions;
  • claims local offices that cannot be verified;
  • uses client logos or results without explaining authorization and provenance;
  • refuses client admin visibility or export rights;
  • combines multiple advertisers in an unexplained account structure;
  • hides media, production or software costs inside one opaque number;
  • treats every market in Asia as the same language and customer journey;
  • says every Grab, Gojek or platform feature is available without checking the account;
  • recommends scaling before conversion definitions and data quality are agreed;
  • cannot name the people responsible after the sale.

One red flag may be repairable through a clear contract. A pattern of evasive answers is itself evidence about the operating relationship.

RFP questions to send every shortlisted agency

  1. Which markets, languages and channels will your named team directly cover?
  2. Which physical offices and remote-service locations apply to this brief?
  3. Show two relevant cases and state publication consent, period, source and limitations.
  4. Draw the proposed account, asset and permission structure.
  5. Define the primary business outcome and every upstream proxy.
  6. List agency, media, production, software, tax and third-party costs separately.
  7. Describe daily, weekly and monthly checks and the decision log.
  8. Give acknowledgement and escalation rules for delivery, billing and tracking incidents.
  9. Identify subcontractors, competitive conflicts and local reviewers.
  10. Describe the first 30 days, the pilot decision date and the complete exit handover.

Use written answers as contract inputs. The goal is not to produce a longer RFP; it is to remove ambiguities that become expensive after launch.

Where ALEX-DIGITAL may and may not fit

ALEX-DIGITAL may enter a shortlist when the brief values a Bali base, Indonesia context, English/Bahasa Indonesia/Russian workflow, Google/Meta/TikTok operations, Grab/Gojek merchant analysis, client reporting and careful attribution boundaries. The canonical company profile identifies PT Klimov Advertising Agency, the Bali location and the service model.

It may not fit when the buyer requires a staffed branch in every target country, an unsupported native language, guaranteed media outcomes, a courier operation or a platform feature that is unavailable to the merchant account. Those constraints should be identified before a proposal is issued.

Frequently asked questions

What is the best advertising agency in Asia?

There is no universal evidence-based winner. Define markets, category, languages, channels, budget, data and operating needs, then score relevant candidates against the same evidence.

How should I choose a Google Ads agency in Bali?

Check local-demand understanding, search-term and location controls, conversion definitions, client account access, incident monitoring and relevant approved evidence. Reject guaranteed top-position claims.

Does an agency need offices in every Asian country?

Not always. It must state its real physical presence and show how local policy, language and cultural review will be delivered for every remote market.

Should the agency own my advertising accounts?

The client should retain appropriate administrative visibility and data continuity. Use role-based, revocable partner access and document handover before work begins.

How many case studies are enough?

Relevance and provenance matter more than a logo count. One well-bounded case can be more useful than ten unsupported claims, but a lack of relevant public evidence should remain visible in the score.

Can an agency guarantee ROAS?

No agency controls every input to ROAS. Require a measurement plan, assumptions, guardrails and decision rules rather than an unconditional outcome promise.
